The Gowachin are a frog-like race; they are at least as intelligent as people, and have a remarkable social organization that is slowly revealed in the novel.
But despite their advance to sentience, they still obey the ancient urges that shaped their species.
Frank Herbert's novels contain a wide variety of species; the Gowachin, the Palenki, the Wreaves. But the Gowachin are very sympathetically portrayed; I always liked this classic Gowachin aphorism:
