Tiered Internet  
  The idea that some forms of Internet network traffic should be given priority over others.  

As far as I know, this is the first reference to the idea that selected data network (Internet) traffic should be given priority over all others.

According to recent report, there were so many worms and counterworms loose in the data-net now, the machines had been instructed to give them low priority unless they related to a medical emergency.
