It appears that the US Army is interested in developing a paralysis ray. (Read

In that episode, a routine visit by the Enterprise to the Tantalus Penal Colony results in an encounter with the neural neutralizer, an experimental therapy device. The device actually blanks out the mind, allowing therapist to implant positive suggestions. And, of course, it allows for total mind control.
