Comments on Paralysis Beam From Peak Beam Systems
It appears that the US Army is interested in developing a paralysis ray. (Read the complete story)

"This also reminds me of the neural neutralizer from the original Star Trek episode Dagger of the Mind (aired in 1966). In that episode, a routine visit by the Enterprise to the Tantalus Penal Colony results in an encounter with the neural neutralizer, an experimental therapy device. The device actually blanks out the mind, allowing therapist to implant positive suggestions. And, of course, it allows for total mind control.

(The neural neutralizer paralyzes the subject and blanks the mind)
