The 'screen' is a display that covers the entire side of the building. Note that it offers full-motion video. Also, note the vehicle lights of the flying car that is going by the midsection of the building.
Take a look at the full-motion building advertising facade in this clip from the movie Blade Runner (it starts about 15 seconds in).
As amazed as I was by this vision of the future in the movie, it's actually an older idea than I thought. Compare to the kinematograph from A Story of Days to Come (1899) by HG Wells and the giant outdoor display from The Shape of Things to Come (1936) by HG Wells.
