What happens when city steam infrastructure is dedicated to the production of music? (Read the complete story)

"I can't seem to find it right now, (I had thought it was part of the "The Menace From Earth" short-story collection) but I'm pretty sure it was one of Heinlein's stories that had a concept like this, but significantly more advanced. The "Environmentalists" (the engineers who ran the life-support and environmental equipment in the lunar colonies) would use that equipment to perform music/light/etc shows. In "environmental" craters (the domed-over park-craters, instead of the living/working craters) they would control the entire environment to produce music/etc. Thunder and lightning, rain and wind, light and shadow, all would be brought forth in such a way as to produce a show that would be very impressive to experience."
