Surveillance is one thing; automated ticketing another. But actually stopping a vehicle automatically? (Read the complete story)

"I also didn't see anything about the limits of this device; what speed range would require stopping, isn't it dangerous to simply stop a car's engine on the highway, what are the criteria for stopping a car, etc. gid's hacking comment is also well-taken; what if some kid stopped all the traffic on a major freeway?
