The only thing would be to design temp. plumbing and electrical as well as pre-fab insulated panels. The good thing about this is that they will not sit around being unused! John"

"hmm... heinlen aint too far off. think of a qonset type hut made from "advanced" materials. say carbon fiber or even (gasp) nanotubes. not proof against all weather, but proof against a lot of it. i'm thinking mass against wind, etc., there. any sort of lightweight, roomy and semipermanent structure would have, en masse, helped after katrina for a week or two."
