"I think that must be true, because in the Consentiency created by Herbert for this novel (and Whipping Star), the only forms of FTL travel or communication are provided by living beings. The Caliban (who look like suns) can arrange for instantaneous transport from planet to planet around the galaxy, and the Taprisiots can mediate realtime FTL communication. I think that some surveillance devices sent sound and images off-planet, though."
