"how's this sound: buy conventional tents and then apply a foam coating to the fabric for rigidity and insulation. Wal-Mart sold me a nice big dome tent for a hundred bucks a couple years back. Set the thing up, apply a couple inches of spray-on rigid foam, cut out openings for doors and windows. Cluster them around shower and bathroom facilities in school yards or sports arenas. String up reflective plastic sheeting for shade. Bonus points: use shaded levels of parking garages. Or wooded areas of public parks."
