"Wouldn't have to use GPS. If the first taped part was put in correct position and told such, a simpler local wireless communication between tape pieces could triangulate position and determine correct placement.
This sort of thing is a great system, and I've used something very like it in the virtual world of Second Life. (Look me up there if you get curious. I'm "Tiger Crossing")
If the tape could figure out what it was wrapped around via tactile sensors and the shape it takes, then even the hand scanner could be skipped.
